The Copper Trails Specific Plan (CTSP) involves the potential for annexation and urban development of approximately 535 acres of unincorporated area adjacent to the City of Ceres; future development within the CTSP area may result in up to 2,392 dwelling units and 1.1 million square feet of regional commercial development. Additional development may also occur within an adjacent 146 acres of unincorporated land that would be annexed to the City together with the CTSP area.
The Copper Trails Annexation and Specific Plan project will be heard by the Planning Commission on March 2, 2026 at 6:00 p.m. The item will be heard by the City Council on April 13, 2026 at 6:00 p.m. at the Ceres Community Center, 2701 Fourth Street, Ceres, California.

The City will accept public and agency comments on the Draft EIR during a 45-day review period that will begin on December 12, 2024 and end on January 27, 2024.
